I've never really seen a marine try to build something when he's webbed. My guess is that it's kinda a bug, and wasn't intended to work that way. Perhaps if a marine is webbed and close enough to a unbuilt structure, it could just give him that little 'ding' sound it gives when you try to receive ammo from an armory that is in the process of upgrading.
How often does a marine try to build something when he's webbed? Webbing only lasts for a few seconds anyhow, so it's not like it makes any real difference... this has to be the most obtuse excuse for a complaint I've ever seen.

I was Cloaked as a gorge hiding in a hive trying to rebuild it. I had webbed the area all around a res nozzle and was waiting for back up to arrive. A marine was alone in the hive trying to take the res nozzle. He walked up to the nozzle and got webbed. I was about to pounce on him but I had very little health so I figured I'd get him after he got closer to me and walked through more webs. Instead he just walked over to the nozzle and started building. If webs are supposed to incapacitate then they should also stop you from building.
Khaim - I'm not your average gorge. I can more than handle myself against one marine, even if he has an HMG and HA.

The webs are good as is, making them permanant would be unbalancing. But I agree, marines shouldn't be building stuff while webbed. It's probably just a bug that sliped through simply because the coders had bigger things to squash.
If you read the manual, you would know that Marines only have to place their hand over something to simulate work, and the computer would activate it for them. Not that hard to place your hand over something, you know.
Well, the premise of the webs is that they can't even place their hand over the trigger of their gun.
There's an idea. When you get webbed, you DROP YOUR ACTIVE GUN as well... only a momentary deterrence, but it could make a difference.

This seems like a totally valid complaint. I could definatly see a Gorge trying to slow down Marine progress, let's say for instance they start setting up in a room and before they get their turrets up, they all get killed. Well, they are all going to be heading back to that room, this time with full health and ammo, and all the attacking class aliens ran off to go get some more kills. This leaves this poor gorge all alone, what can he do? Well, it would really slow down the marine progress in that room if they couldn't build, and you'd think that if being stuck in a web causes a marine to lose the function of his index finger, thus making firing a gun impossible, it would be safe to assume that it would also render his remaining fingers useless for building.
Webbing causing marines to lose their ability to build seems logical to me. I think you should make a post about it in the Bug Reports forum.
