i think they are useless in ns ( 1 ). research is expense and they aren't well used. why do not make it like max pain " painkillers " ?! you catch one, you save it in your "backpack" so you can use it when you really need it. i think in that way they really can bring another impact to the game

or just give a cat pak that gives SPESHIAL NINJA POWERZ, knife becoming your primary with range and damage increased. 8U (kidding here XD)
The difference between the life-saving stim packs and the cat packs is that the stim pack is 400% more powerful.
Just make the cat packs more powerful -_-, you'll see how awesome they are. I don't know about being able to carry a catpack around though.
Afaik this only isn't in ns1 due to issues with the reload animations.
maybe make it just affect rate of fire and reload but not movement, and to a greater extent.
If they could be dropped anywhere i can imagine some severe laming going on.
To carry it yourself is a idea but I think that would make it way to powerful. The meant con for cata is that they are suposed to be uncertain, but powerful when given right. Removeing that con would increase hive rushes by 800% or so for the 100% gain in effieciency and accuracy when used. IE JPs dont need to land and wait for the comm to place a drop on them.
