FPS Drops

I have been running NS on this current setup for many months. For a while everything was completely fine. Then about 2 months ago, I started getting random FPS drops every few seconds. <b>I maintain a constant 125 FPS, with random drops to 5 or so in between. </b>
I was happy once 3.2 was released for CM testing, because for some reason I did not receive any FPS drops in version 3.2. I was able to play the CM release with no problems.
However, I just installed the public beta and the FPS drops are back. <b>What is different between the CM release and the public beta that could cause this?<img src="style_emoticons/<#EMO_DIR#>/confused-fix.gif" style="vertical-align:middle" emoid="???" border="0" alt="confused-fix.gif" /></b>
<b>I am able to run any other HL1 mod perfectly fine.</b> Every game I have runs great except NS. I have tried reinstalling, rolling back my drivers, etc, but nothing seems to work.

AMD Athlon 64 X2 4200+
2gb DDR2 5400
7900GT</b>
This should be more than enough to run this game, so does anyone have any ideas as to why I'm getting these annoying FPS drops?<img src="style_emoticons/<#EMO_DIR#>/confused-fix.gif" style="vertical-align:middle" emoid="???" border="0" alt="confused-fix.gif" />?
Also I forgot to add:
Turning on vsync fixes the problem, however I would really like to keep my constant 125 fps, and with vsync on the highest I can go is 75 (my monitor sucks.).
