Poor choke/loss can cause jerky-ness, but not an actual fps drop (AFAIK,) so we can drop that.
Is the drop reproduceable? Does it always happen amoungst players/in certain rooms, or is it apparently random?

Also my ping shoots up.
I thought rate was locked at 99999. Perhaps that was cl_rate.

Possible solutions I've recalled / found from past threads / google:<ul><li>Taskmanager, > Process tab > R-C hl.exe > set priority to <b>below</b> normal
</li><li>Rate settings. Please, humour us and set them to 30 30 99999 again. Interp 0 too.
</li><li>There's a possibility it's related to network issues. Are you on a wireless network? Does your router (wired or otherwise) have heavy traffic?</li></ul>
I can't emphasise how much this problem smells of dodgy rates.

tried your rates and had the same problem
Make sure graphics and motherboard drivers are up to date, I have almost an identical system, just with a 9600 pro, and that really never happens to me.....
If none of that works, check the 3.0 changelog to look for anything with the potential to do this, monitor netgraph to see if its a lag-spike type thing, i don't know any commands for rendering statistics, but I know in unreal you can view all the rendering specifics, check to see if something really isn't right....
Now it regularly occurs around server messages. You know like:
"New server up at: 12.34.5.6:27025" or whatever... also experience major lag on combat.
Im on a 1meg broadband with freeserve. Using a 4 way router with 3 attached, normal usage:
1 Running NS.
1 Running WoW.
1 Running work related sites or ebay.

Also major lag when I look at console whilst playing.
cl_rate is set to 9999 by default. It was also locked at some point by value I’m sure.
Apparently can be changed now though.
open ns, alt + tab out then
ctrl+alt+delete >> process tab >> right click hl.exe >> set priority to below normal >> close task manager >> try again
This fixed my fps drops after I spent hours playing with rates with no choke/loss but fps going mental on a decent rig. Its to do with steam being a bit *** as usual, has affected many people in most steam games, and they choose to ignore the fact its an issue.
And if you wanna winge that lowering the process is gonna cause problems, go away learn something about how windows operates then come back and comment. Its just a matter of excessive cpu been allocated to the hl application when its not needed.
However if your on a 486 or something around that era, do not follow this fix... it will cause issues.

Have downloaded the latest drivers to no avail.

try switching from opengl > direct 3d or vice versa

Yeah I tried that and it worked great (someone in game told me it ^^) It still goes down to 4fps in heavy combat..
