Winxp Network Connections: Packets Sent And Receiv

How can they change if you have no conn?
Last week my bro called me with computer problems, sounding basically like a poor internet connection.
We go to Network Connections and do a Status on his connection - it shows packets being sent and received but HE HAD NO INTERNET CONNECTION!
How was this possible?

Uhh...
Zombie Packets?
Quiet you!
To confirm you have no internet connection then, would the best method be to ping a remote ip? *note* I can tell on my own computer, but I was troubleshooting my bros 200 miles away, and he's computer illiterate.
what if this happens?
And yes, my connection works fine Else how am I on teh forums? ZOMBIE ROUTERS!
it could be false. IE, what if your PC is trying to recconect the the isp/go to a webpage/contact spyware stuff? It will obviously try to send out packets, thus, changing the readout on the window...
Um... more accurately, it's ping <ip address>. As in ping localhost or ping 127.0.0.1.
