1. am i messed up already cuz im a magician at lvl 15 and all my status is even dex-22 int-23 luk-22 str-23
2. just so i don't need to waste all my mp isn't it good to have a good strenght??
3. how the heck do you get fame?!?! and haw do you give it?!?!
4. i train in henses (or however u spell it) cuz it's faster to beat snails then mushrooms and i don't die as easily, is this a stupid thing to do
5. i like doing quests but i've only done like 2 is there any others i can do at my lvl?

Yes that is screwed up, int will do MUCH more good than str and dex, since intelligence will boost your magic, which decides how much damage you do with magic spells, so boosting int when you lvlup will allow you to deal more damage faster, which is desireable so you can kill harder things than snails and thus get more XP. Luck isn't specifically a bad thing for mages to level up since some equipment requires some luck, but you should really focus on levelling up int or perhaps MP-max.
And how can you say your mana is wasted... as long as you hit with your spells and it kills something you get XP and loot. Just use up your mana killing stuff, then be AFK and let it recharge, rinse and repeat.

Fame is well, Fame.... you can't really use it for anything until later in the game, then afaik some items require a certain fame level, some quests might also require a certain amount of fame and i think creating a guild requires fame as well.

concerning Quests, go check on the maplestory homepage, check in the "Libary" section, has information on quests and more.

Basically what i suggest you do is start over and try to follow a guide somewhere, you can find some on <a href='http://www.gamefaqs.com' target='_blank'>GameFAQs</a>, but i think there might be better guides on maplestory-specific sites.
