If your marines are good, you never need to say a word. Waypoints are all it takes. It's more important for a marine to talk to the commander than vice versa. Follow your orders soldier!

The #1 reason why, is because I rely heavily on sound when I play.
I can walk down a corridor, hear the clicking of a Skulk walking towards me, and be ready to ambush him...
...but by the same token, I end up being the one taken by surprise when I can't hear the enemy barreling down at me because some teammate wanted to say hi to a friend of his that just joined.
My opinion on this, use voice but ONLY for ABSOLUTELY ESSENTIAL communications, the kinds that just can't wait.

If those conditions are unmet, I don't see an obligation on my part to use the microphone. Although the voice-comm is becoming or already is the de facto standard, it is not a prerequisite to winning.
Please note, however, that I have to date played mostly on the alien team, and my opinions may be coloured thus. Without having experienced the nuances of commanding, or even really getting a taste of marine gameplay, I cannot seriously comment on the affect that voice-comm has on that team's gameplay; I will in the mean time suspect that voice-comm is still only a luxury rather than a necessity. Also, I have never heared a single sound come out of the voice-comm other than static -- thus my requests above.
The fact that there are people -- maybe even potentially skilled people -- who are unable to access voice-comm in any fashion should warrent some caution in heavy reliance on the technology. (Please also do not take the previous statement as a comment on my own skill, as I thoroughly suspect that lack in aptitude and require much training to approach 'satisfactory.')
In the end, however, I don't really care what you think about voice-comm. People using it is fine and great. If you want me to use it, just take a gander at the beginning statements. I just want to get my own voice-comm working so I can more accurately judge its value.
