But i can say he is the best.

The svr is running a ns map (ns_veil)
a cheater call Nssuxer joined the game as a rine.
Marines are losing.
Nssuxer:Aliens **** stop this.
He didnt open his plug-in yet.
aliens1: shutup nub
Nssuxxer: ****
He was "devoured" by an onos.
only a CC was left for rines
Nussxer: Aliens **** u force me to do so.
NOW HE OPEN HIS SUPER HACKING TOOLS
while he was digesting he kill an onos with his "unknown weapons"
onos was killed and he was free.
Alien 2: WTH U CHEATER!
Nssuxxer "without using any weapons" and kill all aliens in rines base within a sec,
"Nssuxxer killed aliens 1-8 with unknown"
alien3: WTH ! U GODDAMN CHEATER STOP THIS
Nssuxer: shutup nub this is not a cheat, this is a punishment.
He drop a PG for his own (nothing was left in rines base except a CC)
he phase to aliens hive and kill it with seige gun(without dropping)
damage display showed that he kill the hive with 9999 dmg seige weapons.
alien 6: WTH!!!!
2 more onos try to stop him.
He open his super hacking tools and kill them with "swipe".
onos: WT??! You cheater! kick him admin!
admin:i cant. the svr ignore my cmd.
Nssuxer rush to the 2 nd hive. All aliens (8 total) do their base to stop this cheater,
Sad. he is invul.
Alien X : WTH THIS IS IMPOSSIBLE
This time he use "sentry turrets" to kill the hive within a sec and all aliens were killed
by "bilebomb" ....
Nssuxer: U cant stop me nub (wt? he thought he is a hero?)
alien 1: Shut the **** up cheater.
Nussuxer: try this.
alien 1 was killed by nssuxxer without any contact by a pistol.(onos)
Nussuxer: Surrender or die
alien 5: mute him and report him to the svr admin
Nussuxer: Its useless. i hack the svr.
a PG was dropped in the last hive.
alien2: OMG! A PG
he phased in and use "electric tf" and killed everyone included the hive.
*All his kills were done in a sec
*he killed 67 in 3 min
*he hack the svr
*he use "aliens abilities" to kill aliens.
This is the "best cheater" i ever see.
and marines...
sit back and watched his 1-man show

Now that not possible.
At 1st i thought hte pg killed me but then i saw player name and questioned it.
Unless there is a PG bug that i don't know about that could allow this to happen?

Either an admin, or a hacker with admin access.

but if a dev says it aint possible without admin then the dev is right !
im not sure how he would kill the hive and whatnot, but im sure there is some weird amxmod for that.
reson for bind is i have admins who like to play sv_cheats when regs are on so i can know before its too late.
His whole plan would have failed if everyone else could have cheated, think about it.....
and how do you know he doesnt have admin?
could it not be a smurfing admin? and maybe the other admins knew about it and were just goofing around.
Access logs show nothing as the company who i rent serve roff checked to see if anyone accessed my server other than me. They came back negative no one but me!
6john, amx plugins are server access for simpletons (no offense) rcon commands are the main commands that those plugins acccess.
Silent usage, and yes, if you know for fact that this person doens't have rcon access, not admin access, i'd suggest log checking is in order.
