People who see rottweilers on the street tense up. People who see beagles or poodles do not. Something as small as a housecat is not a scary thing and I'm pretty sure house cats (even the feral ones) do not chase down small children and elderly women, intent on murdering them.

It becomes a problem when for example, a stray cat slaughtered a family of rabbits and a couple ducks (I live near a river that runs through town). See, I don't give a damn if a cat eats to live. These animals were laying around, not eaten, in a thousand pieces. I had to clean it all up. Next cat I see in my yard will die.
Rabbits have been killed in great numbers too and they also (rarely) attack humans. They also don't leave dead carrot gibs all over CWAG's yard. We still created myxamatosis.
In the end we like killing stuff and 'overpopulation' is a good excuse. Such a shame as the only thing I kill is wasps... and even then I always politely ask them to leave and/or entice them outside with jam and music (marmalade covered flutes ftw!)

Well they need something to do now that fox hunting is out.
I walked my cat once. But it was more a process of me walking and the cat's corpse scraping against the ground after me.
Mommy said it was "asleep".
Not even counting the amount of cat haters who will just remove the collar afterwards and claim they 'didn't know'. Yeah right, as if you didn't recognise the cat you've been complaining about to the neighbours for the last year.
There is no way you could keep a track on it, heck, kids could go around killing them just for fun :/

That said... no, it should not be legal for every random joe schmoe to pick up his gun or shovel and kill the friendly local cat, or next door neighbour cindy's Kittens just because he has a grudge against cats. They should hire cat catchers or allow people to bring in cats to determine if people want to look after them as their own, or if they're put down.
Gah, I don't know, but their proposed system leaves too much open for cruelty and unjust killings.
Also I don't know if the same is true for America but over here if you run over a cat you don't have to stop/report it/care but if you run over a dog its a crime.
