Cloaking Exploiter

I caught a perma-cloak exploiter today. We (Marines) had destoyed all the hives. He kept telling us that he was not going to kill himself because the teams were unbalanced.
I also have a nice demo of him exploiting.
Edit: Since we seem to agree that this is not a true "exploit" (under circumstances) we have to realize that a player can still exploit it. (See how "exploit" has changed from a noun to a verb?) This player was intentionally holding up the game which is bad for ANY server. Unless the server had a timelimit, the map was not going to change anytime soon. Because of him, the server soon emptied.
Should this player be banned? Some people think I have been asking for this. I am not asking for this player to be banned. i am asking an admin to use his or her judgement on whether this player is desirable on his or her server. Meaning, "If I do not ban this player, will this player intentionally ruin the game for other players? OR, was this a 'one time deal' type of thing where he will not do this again?" AGAIN: USE YOUR BEST JUDGEMENT.
My opinion is that he should be banned. If anyone wants to see the demo, just ask. He thought the whole situation was histarical. hell, you can hear him laughing in the voice-comm
Double edit: fusking god dasmns it! the demo is FUBAR.
Triple edit: I salvaged it..sort of. you can see him intentionally trying to hold up the game with:
"Im going to do some homework, bbl" while remaining cloaked in a vent. Nice question but its difficult for me to write exactly what i mean in english.
I just think it should not be allowed here to post someones wonid (or "real life" related data) here and write stories about this person. Noone can check the "information" so everything is useless.
So this should be not permitted like on other boards.
It may be a bug... but it can be exploited too. Nonetheless it needs to be fixed.
unfortunately, building new SCs does not cancel out the effect. so.. always leave 1 around.

In my demo, you can hear him laughing about this and him typing that he was not going to kill himself because "the teams were unbalanced." The map was over, and would have restarted if he had just suicided. He was purposly dragging the map on. There was no way he could successfully build a Hive. He even attempted to do that in the demo. The Hive was destroyed almost immeadiatly. The fact is, he was intentionally ruining the game with no admin around to do anything.
In my book, intentionally ruing a game is definatly a banable offence. Have you ever been in a game with a myg0t? Their sole purpose is to ruin a game...much like snarlz did.
