In my experience it does indeed improve building speeds, even if only slightly. I've never seen it tested, but I've known a few Vet's and clanners that swear by it.

I have played on a server where it had show damage, and show health.... some plugin.... when you looked at a structure it would show you the health in numbers... like 10000 for a comm chair, 2500 for an alien rt... In my experience it seems to speed up building much when healing the structure... but it was hard to tell since things self build.... I think they took it out though, because didn't you use to be able to heal the hive to get it to drop faster?
There's a cheat to set tech time back to default in sv_cheats 1, "slowtech". Don't know if it also changes build times though. But just using sv_cheats 0 seems to be the best solution anyway.
Healing while building DOES in fact speed building time. I tested this numerous times on supersiege with a buddy. It might only boost a fraction of a second, but sometimes, that makes all the difference.
Yep I AM pretty sure this works, I was gorge and the hive was going up (about 70%)and some guy had shot it for like a second (69%) until he saw me, and decided to knife me, so I healsprayed him (PWNED). If this worked, clanners would be all over this. Faster building hives would be a huge advantage.
If you think that it makes it go fractionally faster, then you're just experiencing the placebo effect. Use a stopwatch and time it or stop claiming that it works.
