  It used to need a certain .dll in HL, I think, but not anymore... my friend installs NS without installin HL, but I think it still makes a folder for Half-Life and gets the needed files. So you'd need Half-Life.

  Yes, becouse once you get steam you will get all the updated HL files and then be able to install NS.
  
  When you buy the game at the store all you are really buying is a HL key.

  The question is whether or not Steam will allow you to download HL files with only a CS:CZ cd key. If you can't install Half-Life singleplayer I don't think you can have the files needed to play NS.

  Yes, this should go in tech support. But to summerize: You MUST be able to play HL singleplayer (With the tram and everything) to garuntee playing NS.

  Edit: To be clear, one must have the files nessicary to PLAY HL singleplayer, you don't nessicarily need a HL specific CD key to have those files (Ask a friend.)
