NS 3.01 is a server-side patch, which you do not need to install, unless you are running a dedicated server.
NS 3.0 needs to be installed in you half-life folder. C:\steam\steamapps\myaccount\half-life

yeah i have all that installed back when i played beta 5... but now I cant even play cause it says my .dll is different from the server? Am I missing a version?

If you have beta5, then you need to upgrade to 3.0. If you have 3.0, then you may have tried to join a server that is still running beta5.
