It's not rendering anything, so you won't need a good card. The most important things are RAM, your processor, and your network connection. Everything else is much less important than those three things.
if its a linux server, you should have a semi-decent videocard if your using kde or gnome, because the guis are gpu and cpu intensive, and if you have lets say, an s3 virge 4 mb, most of the load will go to the cpu when your using the gui and it takes away from hlds or srcds.

Also, to people suggesting or considering fedora, please consider other non-crap(insert IMHO disclamer here) distros before stooping to the RH level..
If you are comfortable with Windows, use Windows. If you want to use Linux, use Linux. As for Linux distros go, all of them work about the same, there's no need to bash.
A powerful graphics card is not required. The processor, RAM and network are the most important focus points for a dedicated server. I have a graphics card in my Linux server however, it's an old Matrox PCI card with 4 MB ram for that rare occasion I need to work from the actual console. However, I do not run a Graphics interface, I run command line only.
The only occasion you'd need a functional 3D accelerator is when you run a Listen server. Listen servers you play on at the same time you serve the game.
