Ping Increases When There's Action

I just reinstalled windows XP. I didn't reinstall NS or HL, HL2.
When I play NS now my ping is fine at around 30 but it jumps to 200 or more when there are multiple players on the screen. Try to optimize your connect. See steampowered.com for more on that, there are links there that I can't remember right now.
I tweaked my connection by using tools from www.broadbandreports.com and <a href='http://mywebpages.comcast.net/SupportCD/OptimizeXP.html' target='_blank'>http://mywebpages.comcast.net/SupportCD/OptimizeXP.html</a> .
My network card is a Yukon Gigabit PCI card.
I think I'm good.
This started to happen when I reinstalled windows. I didn't format the hard disk and I didn't reinstall HL, NS, or HL2.
