That Neotokyo mod looks pretty cool too. From what I can tell from the team, they're 1) talented and 2) know what they're doing, so odds are this one will actually come out.
I'm afraid it will - that's the one problem I've found with it. Other than that, I've noticed no performance loss and it looks amazing (aside from some areas where it's overdone, but that's problems with implementation, not the technology.) That does look a lot like the "Let's hide low resolution by making everything extremely bright and blurry!" bloom effect used in console games. I'm not impressed. I'll wait till VALVe shows its HDR effects.

Aside the fact that the mod title "HL2 R8 HDR <b>Bloom</b> Mini-mod" gives it away, this might fake HDR, but certainly doesn't fully resemble it.
For one, things look almost the same as they did in standard HL2, but with more contrast and brightness added. Then there comes the 'iris' effect you get with HDR (Wether this is infact typical for HDR, or just for the implentations in FarCry and other applications, I'm not certain). Looking at a dark area and quickly moving your sight into the sunlight SHOULD blind you at least somewhat, however this is not the case with this mod (tried it a sec ago). This pretty much gives it away. This and the fact that the lightning colours didn't look as good as genuine HDR lightning.
