Mouse Problem

Hello everyone.
When I start my game, and select Marine, I spawn. Everything is normal, no? Things run very smoothly until I encounter an enemy. When I do encounter an alien, I begin to shoot I and I am then unable to move my mouse, and I continue to strafe or move forward (whatever direction I am moving in at the time of the lock up). Suddenly I am able to move, and everything is normal (well, at least until the next lock up).
I've tried quite a few things. I've messed with my mouse options, and here's what they are currently:

I have tried mouse filter several times, and I even resorted to setting my mouse sensitivity to 5, none of which works. So I'm wondering, and hoping if anyone can help me sort through this problem? It would be greatly appreciated.

EDIT: Just to add this...I have the same problem in Half-Life and Day of Defeat...but the problem is non-existent in Counter-strike.

60 FPS, seem's fine.
and what mouse/keyboard combo do you use?
Try typing net_graph 3 in the console when you are playing and look for any spikes in the red line and/or watch for any large ping jumps.
Also check your steam settings match that of you internet connection, found under options->internet on the steam menu i think, been a while since i last used steam.
EDIT: My keyboard is a Microsoft Natural MultiMedia, and my mouse is a Microsoft Optical (I bought it back in November or October). My mouse has never had any problems until this point.
No, if I hacked, I would hack all the games
It doesn't happen much in Half-Life, and it never happens in TFC or Deathmatch Classic.
