Windows Cursor Blinks Over My Crosshair.. Laggy

Alright when I play counter-strike, natural selection or any half-life game this sometimes happens
it will very rarely appear out of nowhere and it mostly happens right after I start playing CS... The crosshair will have the windows cursor flashing above it and it makes it very hard to move and I lag more. I do not press alt tab or anything.. it comes(out of nowhere once in awhile) and goes when it wants. In fact it's not just limited to Half-life.. in Internet explorer when I go over links it will blink.. anything that involves changing from the normal cursor to something else like a drag icon, hand to click link, whatever.
this happens in all video modes/resolutions, all my drivers are up to date, I run virus scans all the time, ad-aware, defrag, clear temp... It is an issue with my video card somehow since it doesn't do this when I uninstall it, but once I reinstall it does....

The windows cursor is set to the default one and I don't have the trail on.

I disabled my on board video also.

3.5" disk
Visiontek Nvidia Geforce4MX 420 64MB PCI (I dont have agp)
Linskys 10/100 LAN card
Efficent Networks ADSL speedstream 5360 modem
300 Watt power supply
on board sound
OS: Windows 98SE

Please help me with any info you can..., this problem has been bugging me for at least 4 months now (since I got the GPU)

I have seen this problem before, but half the time it's just people alt tabbing, which isnt the same thing and when it's not no one has any idea.

and no, pressing ESC, the windows key, going to desktop blah blah does not make it go away.

perhaps my video card is damaged?



I beg you to help me, I have posted similar messages like this on probabaly 40 different message boards (withing the time I've had my gpu) and no one has an answer... Someone must know.

    usually pushing ESC and then resuming worx
    other than that reinstall

    reinstall wont help, it might have something to do with graphics card drivers cos i seem to have the similar thing but im running windows xp, and i never had anything like this when i used to use windows 98...............
    i have:
    geforce 2 ultra
    amd xp 1900+
    384 mb ram
    768 kbit ADSl

    also i was blaming my new mouse and keyboard which r both sitting on the USB ports........

    You have alt-tabbed out of the game or similar

    Just hit escape and return to the game


    I get it everytime I alt-tab

    You might've gotten a window that turned active somewhere, like an error message. I think that can cause it too.

    Something even more anoying is to forget minimizing any programs that lay on top of everything. I once played with my IM program (Psi) laying on top of NS.. <!--emo&:p--><img src='http://www.unknownworlds.com/forums/html/emoticons/tounge.gif' border='0' valign='absmiddle' alt='tounge.gif'><!--endemo--> (and yeah, I tabbed out and minimized it. Just to get the mouse pointer active instead..)
