Cant Install Ns Beta 5!

<div class="IPBDescription">help meh!</div> ok i have mentioned this before but its really being a problem so im going to list all my computer info and error messages and stuff. please help me.
computer: dell 8250 series
hard drive: 40 gig's..
memory: 256... getting 512 soon
graphics card: 64 .. i dont know what it is but its a nvidia.
processor: pentium 4.
:windows XP home edition.
ok i already try'd thansals guide thingy.
ok i download NS beta 5 and i got the error message: <u><i><b>unable to execute files in temporary directory. setup aborted. access denied.</b></i></u>
so i tryed thansals thingy. i even tried using download programs like leechget.
i downloaded from others mirrors. i tryed opening the file and save it to different places. i messed with program compatability. ive done google searches
so i decided to delete all traces of NS in my comp. i deleted steam, too. then i reinstalled steam installed half life played half life then downloaded a fresh copy of ns beta 5.

i got the same error message!!!
i have never had any problems with ns before until now.

its my computer im the only one that uses it.
this part is interesting to me..
do start, run, cmd. then type in set and hit enter
you should see a bunch of enviromental settings that programs use to find things.
look for tmp and/or temp settings something like:
TEMP=C:\DOCUME~1\myusername\LOCALS~1\Temp
TMP=C:\DOCUME~1\myusername\LOCALS~1\Temp
It doesn't really matter where these are pointing as long as the folder exists and the setting is there. If this isn't there or the folder doesn't exist, then the install exe could be trying to locate a directory to uncompress itself to do the install, not finding it and then failing.
so make sure these settings exist, and make sure the directories are really there. then try the install again.
If they are missing, right click on my computer, select properties, select the advanced tab and hit the "enviroment variables" button at the bottom to define them. Make a c:\temp dir and point both TMP and TEMP at that dir. Then run the install again and see if you have more luck.
C:\documents and settings\-xenix-\local settings\temp
is that right or does it need to be changed?

If it doesn't go ahead and create it. If it does exist check to make sure there aren't 3000 some odd stale files in the folder. If there are a bload of files, try deleting them and the try the install again. Do this with all your programs closed so you aren't nuking files you actually need.

Save to desktop, then run it. Still same problem?
