cat packs are usually regaurded as a luxury and not really needed. seeing how they researched in the arms lab which is allways busy with weapons and armor upgrades. they usually don't ever get researched and since they cost 4 res to drop one. its not really worth the investment but if you have extra resources then go for it
I think cat packs should get a boost, get moved to the proto lab, and be better thats my take on it at least

4 res per pack is a lot. You can bust the bank if you're not careful other then that I love them.
however, they take perfect timing, and the research cost of cats is also sorta heafty.

40 more needed for arms lab, let alone the catpacks themselves. It's one of those non-rushed-laid-back-take-your-time-wait-for-res-rushes then?
Still, Cat packs are useful for non-siege tactics, agreed. However I would still prefer weapon 3 or armour 2+.
