This program will let you edit the sprites. If you don't get how to use it or just don't want to, explain more how you want it and I'll make it for you.
Let me rephrase what I said a little more clearly - I believe a sprite cannot have it's colors changed in-game. Your crosshair must always be the color it starts as in the beginning of the match. It can't shift colors, to my knowledge.
I think blue's negative is yellow...

Should be quite a complicated process. For the crosshairs, it doesn't seem to be possible to mix multiple colors (e.g. red and blue) with partial transparency (like the current crosshairs), using the conventional transparency methods.
A way to work around it, is to create a color mesh for the areas that require transparency (i.e. alternating between the color you want and the transparency color) and then use AlphaTest during compilation. I'll try it out right now.

Extract the contents of <b>one</b> of the files, to <span style='color:green'><b>\ns\sprites</span></b>, to achieve the following effect:
<span style='color:gold'><b>1-4_mesh</span></b>: installs the crosshair (less transparent)
<span style='color:gold'><b>1-8_mesh</span></b>: installs the crosshair (more transparent)
<span style='color:gold'><b>default</span></b>: reverts all crosshairs to the NS defaults
You can also just install the crosshairs for certain weapons, by extracting the crosshair sprite (mesh_xhair.spr) and only the appropriate weapon text files.
