My Fps Is Low For My Set?

Windows 98
256mb RAM
CABLE modem
Radeon 9200se 128 mb video card
Running NS in open GL, 1024x764, 32bpp

Well I'm getting around 30-50 fps when i run my own undedicated server (to test fps) It changes so fast but i see 30-50 mostly....
I've read some of the guides, but I dont get how these things dont seem to help?
It also seems like steam is eating up my system resources...

I've switched some commands but no major fps changes, Ive also gone into properties-settings-advances-3d and set my open GL to Vsync off and Antiscope(or whatever) to off...

I seem to think I should be getting like 80-100 fps, but I dunno...

I changed all commands on the sticky guide above, but it made the game quality just poop itself (I could see each individual pixel and stuff)

Another question, how do I get to the command line if Im using steam? 1 more, How do i NOT use steam to play if I only have my half life files in steam? Last time I defragged was a week ago I think...

EDIT: I also never get below 70-80 ping on servers, I live in Montana and I figured it was the distance from the servers, but still, shouldnt I be getting like lower like many others?

    First off try running in 16-bit color. I never noticed an improvement in visual quality, but it did eat into my framerate when I used 32-bit.

    The command line can be accesed with the ~ key, it should be in the upper left of your keyboard.

    What is your actuall connection speed? Ie: 10Mbps, 100Mbps, etc.

    Well if you have 128kbps cable then the ping is normal. My record on a 256kbps adsl was 40ms. People who have less then that usually have 512 or 1mbps connections. About the fps... It seems there are some issues between the newest ATI cards and half-life. Try upgrading (or downgrading) drivers, changing video modes, lowering color depth, turning off anti-aliasing, antisotropic filtering and Truform etc. If you get it to run properly, tell us what you did. This will help many people who have problems with half-life and ati cards

    I know about console, I was wondering how to get into the command line, like right click the shortcut and click properties, but how to do it through steam?

    tbh, your fps sounds about right. your video card is really bad and im geussing you have a really slow processor so im sure that doesnt help any. that video card is probably the worst ati 9x00.

    your best bet would be getting a new computer.

    its not a bad video card at all, and i have a 1600mhz processor. It may not be top of the line, but it runs Neverwinter nights at 25-40 (50 in some caves) fps, which is VERY good for that NWN.

    By the way, instead of spamming and wasting all of our time just dont talk and try thinking before you talk. Telling people to buy a new computer is not helpful at all.

    I've got a s***er card than you Geforce4 420 64 meg. I will give you a few links

    First, follow this one, I was able to get 85 FPS (max my monitor will handle). You can adjust to fit your monitor. Hint, to create a userconfig file simply copy and rename config file and delete contents(use wordpad) and then rename "userconfig". Recommend you make both files "read-only" Also recommend running 800x600 (but thats me).

    There is a tool out there out called HLtools. I tried it and it total messed me up, but that is me with my system (which is pretty sucky)

    well my advice would be to try to change videoresloution to 800*600 16bit.

    That schould increase your fps a little. But dont await to much, you have to reduce imagequality in some way if you want more fps.

    Your 9200se is a little slow for high quality setings.
