This is possible using the serverop icon plugin from modns.org. It's a way to identify regulars and serveradmins on a server so that new people to the server can identify admins and regulars. Quite a few servers us it. Surprised you hadn't heard of it.
Next time you are on a server and see something you think is impossible please try the 'meta list' command in the console. This command will list all the metamod plugins the server has running. The one you will see for serverops is 'MM_Serverops.'
The output will look something like: [ 5] MM_Serverops RUN - mm_serverops_i38 v4.0 ini ANY ANY
There are other plugins that may be running under amx but this is a good way to list all the metamod plugins.

Well many servers use the NS guide icon (the purple one) to identify regulars or subscribers... IMO it's the best one because the NS guides program is dead right now.
I've seen this happen a few times, but it is always on the servers that have the mod for icons where regulars/admins get their special icons. It must be some kind of bug with the mod.
NSarmslab has that icon for Donators/people with a reserved slot. It is a temp thing until custom icons get working. Also, some others will have purple icons, as they donate for 6 months or more. It is a server plug in, and it works quite well. I agree, that the dev icon shouldn't be used, but it seems NSA likes to do it like this. Now, I don't know why you had one, unless you got a reserved slot from "Al Gorge" for a week.
