Can anyone give me a link to a list of the impulses.

I want to make binds that say Drop Medpack @ [Location here] and alert the comm also with the voice thing.

Can anyone show me a sample script with this so I can make one for ammo and what not.

i don't think you can tell them the location you are in

but you can over chat ask for a med with say_team or something then call for one

same with ammo and anything ealse you may want

Thanks, so how would I set up a bind with team_say, that said I need Health and gave a shout to the command?

bind a "say Health!""impulse 10"

is that right?

Yes you can tell them the location you are in (I've never used it but I've seen it been used when a teammate uses team chat or something his location will be right next to his name before his message) Impulse list you can find here:
