  Usually Onos and Fades can jump over buildings. Trust me I've tried. And for the blink thing, I've tried it once, I chose it from my weapons menu, press and held it, then i teleported places.

  You could attack the structures...
  
  Anyway, Blink needs lots of space between you and the target to work. If you were an observer from where you were standing when shooting blink, and you can fly from the point you were standing to the point you want to go without clipping any walls, then it will work. If the slightest thing is in the way, like a step, or the ground (aiming too low), then it won't work. A purple glow will be made at the start and destination of it if it worked. I find it to work most often if you shoot the roof above the point you want to go to. Confuses marines to drop behind them with blink from the roof...fun.

  Jumping and then ducking in air also improves the chance to succeed with blinking.
