i dont really think the com should get out of the chair. get a spawn guard. i like them.
eg. Ns_veil, have 1 guys just running between topo and skylights. He can build stuff at base for you, and with a short run can protect 3 res nodes. Give him a shotty and some mines and he is fine.
This leaves you to STAY IN YOUR CHAIR. a late med pack or ammo can cost ur team dearly in confidence and territory.
I place the structures away from my cc and often they're quite spread out so that if i get out the chair i don't get out on top of the skulk and the skulk has a lot of distance to travel to close the gap to me.
Com mines entrance and exit of base....fade comes in one side, blows half the pack, attacks obs...com drops shotty jumps out takes two shots off at teh fade, fade flees out other side, and is blown up by the other half of the mine pack. GG res **** early fade. Shame the 3 other players couldnt shoot tbh.

the fact that your asking is a good sign that you are conciounious about what to do. Hwoever I find the only way to really learn to comm is to have experience. There are two forms of htis experience. The first type if first hand, you jump in the chair, and float or sink. The second type of by observing. Now I don't mean your in spec mode, but when your on the marine team, watch what the comm is doing, when ugprades come, where he's looking etc, and take mental notes. Then when the game is over, evaluate what decisions the comm made, what hte comm did overall, that helped the team win or lose. For a pub, generally it also helps to know the regulars.
As to the post about the "lazy comm", that's probably more an outgrowth of commanding ppl in scrims, where marines don't need direction, and already know what to do. generally that's not a good idea for pubs though, mainly because there are people who don't know what to do without direction.
Every commander has their own style, some may be better than others, but you as a comm must find your own style, one that you are comfortable with. This style will evolve over time as you have more experience, play more games, and come in contact with more people. Nothing will make you a better comm than jumping in the chair, messing up, and understanding why.

i.e. Panicking when the xxxx gets thick and freezing up when your marines and your plan goes down the toilet.
