First of all: this should be in the Mapping help subforum...
OK, do you see the green middle line in the editor? The horizontal one? That's the commander height. So if you build right on that line you will see very close to the map. If you lower your map the comm view height will increase.

*EDIT: By the way, do NOT do what Naigel suggested. This is because "bad things" could happen and it's a very poor way of approaching the situation.
