Unfortunatly Half-Life does not let you bind "CapsLock" to any function directly through the Controls Menu, however you can still use "CapsLock" in Half-Life you just have to bind it with the console.
Click the "console" button on the main menu or during any game hit "~". This should bring down the console from the top of the screen.
enter this: [ <b>bind "CAPSLOCK" "+voicerecord"</b> ]
if you want you can copy that text from this window and then press CTRL+V when your in the Half-Life console window.
