Where can I calibrate my microphone in Steam? I'm sure there used to be a little util in HL to set it up, but now I can't seem to find it since the transition to Steam.
Don't use boost it makes it sound really bad. If you have trouble put mic volume up everywhere and look at the hardware options. you don't need to be really loud, just really clear.

hahaha, my lil bro always has mic boost on full. To me he sounds like a kid but when playing on ns server his voice is so distorted that he sounds like hes 30.
Right but seriously, its often much harder to hear if u have the mic boost on. Just bring the mic closer to ur face.
I've tried it with both, and found that with mic boost on it sounds incredibly much better. The same thing with my old comp too. Maybe its jsut because I have Sound Blasters running on both computers (Live! on the old and Audigy2 on the new) or maybe because I am using Plantronics mics on both (audio.60 on old and audio.90 on knew) but in any event I guess it would be safe to say that test out what works best for you first. Go on a server (or make your own) set voice_loopback to 1 and give it a listen.

Now, shamelessly stolen from a .txt and editted: voice_scale x This command scales all voices as they are played back. It does NOT increase the volume of your own voice specifically, it increases everyones. However, there is a limit. The higher the voice Scale, the more chance you will have of it sounding like everyones 'clipping' or swallowing the microphone. So use this sparingly. Its a multiplier, so voice_scale 2 is twice the scale as voice_scale 1. voice_scale 0 presumably would silence everything.
voice_enable 0/1 This comand shuts off the voice system (if zero) and enables it (if 1). Don't switch it off unless you really dont want it. Be careful, there are reports that switching it off won't let you switch it on again without quitting.
voice_overdrivefadetime x.xxx This seems to be a time, in seconds, of how long the overdrive effect (explained above) fades in and out when in effect. Use a low number like 0.4. Experiment on your own voice.
voice_maxgain x This seems to be a smooth or clipping function - that is, it smooths the wave out so that high, loud noises are not glaring. You should leave this at a low number... to see its effects, try voice_maxgain 50 while voice_loopback 1 is on, and you'll see what I mean. Leave it at between 1 and 5. This affects how other people sound to you, so you might want to tweak it when youre in a game with other people. Experiment on your own voice too (using loopback).
voice_avggain x This seems to affect the 'averaging out' of sharp gains in sound into a smooth sound. Set it to a low number, like 0.5 or 0.1. If you set it too high, entire speeches may be averaged into silence, if you set it too low (like 0.001) you will be deafened by the noise! You can experiment on your own voice, use the loopback command.
voice_fadeouttime x.xxx This seems to affect how long your voice fades out when you stop/start speaking. Haven't researched it much, but high values will mute things out... leave it low, like 0.1

I seem to have the same problem---in games everyone complains that my voice is fading in and out. I used voiceloop in a solo game to verify this, and in fact when i hold down my voicecomm button (g) the box with my name in it actually blinks in and out, clipping my voice into pieces. Any ideas?

Sometimes you have to click apply or apply changes/options or something like that whatever it is before closing the options menu.
voice_overdrive - this is very important command too, it's sets how much weaker are other sounds if someone speaks. Default is 2 (game sounds reduced to 1/2 if someone speaks), setting it to 1, causes no overdrive to happen (this is my config :-)
