Under the "Game" tab. You see the top of the create server window? How it says Create Server, and has the steam symbol to the left of it? See under that, it says Server, and Game, on two "tabs". Click the one labeled Game, and you should get a whole bunch of new options.
When you create the server, there will be an input box for the number of players on one of the two tabs of the dialogue box with all the server settings. Just make sure to change it before you start, because you can't change the number of players midgame through console commands.

I'm pretty sure you can set the maxplayers with a variable called sv_maxplayers or maybe mp_maxplayers. You need to restart the server after changing it for it to take effect though I think.

should work ^^ console is ~ for english keyboard ? for danish and i dont know for chinise or where you come from (i looked at the pic, and saw start was like "/I%#(/&"
You can't change them while the game is running, it has to be in autoexec.cfg or listenserver.cfg, which can be opened like text files. Once you've opened either, make a new row at the bottom and type "maxplayers ##" with numbers instead of ##. Then, save the file and open up NS again, and start your server, it should have the max that you specified in the .cfg file.

If yes, you are trying to play NS2.0 (previous version of NS) over steam...
Ummm... dont know where you can adjust max players in NS2.0 Steam...
I recommend getting NS3.0 Beta (latest version)...
