What are the current plans for NS in conjunction with HL2? If any? Does NS have any of the tools from Valve yet in creating their mod (as Svencoop does, for example?)

Welcome on board. As far as we (the community) knows, there's no inklings for NS going to HL2 apart from a thought that NS2 (which is WAAAAY in pencil & paper stages) might consider HL2 as it's engine basis. So the answer to your question is :
"Not yet."
If you're going to be joining us a lot, I'd consider making sure before you post that a topic hasn't been brought up before, using the lovely <a href='http://www.unknownworlds.com/forums/index.php?act=Search&f=1' target='_blank'>Search</a>. Some of the more rabid people will jump on you just because they've heard it a thousand times before. <!--emo&:D--><img src='http://www.unknownworlds.com/forums/html//emoticons/biggrin.gif' border='0' style='vertical-align:middle' alt='biggrin.gif' /><!--endemo-->

I can't really comment definitively on this yet.
