I've seen this common error with games in Steam, in which the usual fix that works is either restarting Steam or by deleting the local content and re-installing the game. Weird that has not worked for you.

I do know for sure that this is a common issue with games in Steam that happens all the time, and they constantly say they have "fixed" it.
Some possible things to look at:

Anybody else that is getting this please state your graphics card and any overclocked settings. This will be very helpful to the devs to have a nice list of what cards this is occurring on.

Are you having any sort of problems with any other games or anything else on Steam updating, cause if so I want to believe this may be some sort of issue with Steam Cloud Sync.

This is a long shot so I doubt it will work considering you have already reinstalled the game once. Try deleting the explore folder and then verify the game cache to let it re-download those files.
What processor are you running on? -
If you could provide us with the following, it will help us to find a solution.
- Screenshot or video of the flickering if possible.
- Dump and log file when the game crashes.
- Dxiag of your system. -

Can you post one of those files here when they are created. You should be able to find it under C://Windows/MiniDump. Also try to get a regular dump file while this is occurring. Go to task manager, right click on NS2 and go to create dump file.

The devs have been working on this and was supposedly fixed and tested out for Georgeous. I will bring this up to the devs and the PT's to see what is going on.

Are you able to play at all, or does this problem only happen while in explore mode?

Best bet is to try to restart Steam first and foremost to make sure that the game has updated itself. If that doesn't work, next thing is to check the integrity of the game cache files.

This is more of an issues on the Steam Workshop side and is something that people will have to go to Steam about. Steam Workshop is still fairly new, so I am sure this is an issue they are aware of and are attempting to fix.

Check the integrity of the game cache file just to be on the safe side, and make sure that if you use Teamspeak, Mumble, or any other type of voice chat programs that you have the overlay plugin disabled.
