I have to say i disagree with some of these points:
When you say regen was changed, do mean from when it couldn't work in combat? because it was really bad then.

Com chair tank, moves at 6 speed and can two shot onos with the main gun, mini-gun as a secondary weapon. Can garrison marines, which can weld while inside.

While aliens do have things like "expand here", they really are not as good.
If we go for asymmetrical, why not let the alien karm direct units by drawing on the map or something? -

The thing about alien expansion is it not necessary faster. Try going on the aggressive and catch a dropped harvester.
Aliens are generally more powerful, however, the goal is to try and have fun (and win, marines can win too). -
Maybe something like how many times a person has commd before? It could also be a mark of respect, I might try and listen to someone who has 750 odd games under his belt.
