I've actually been having the same problems in my game as well. I can't construct anything Past 1% and I can't deconstruct things past 99%. It just sits there and I can't make it usable either way.

This happened to me too. I found out that if you don't have the completed blueprint for either the Seamoth or the Cyclops (you only need one) the mobile bay doesn't work. I hope that they change that, since I tried for at least thirty minutes to tr…
