Run charmap from Start->Run.
You could put the silly characters into options.xml at %appdata%\Roaming\Natural Selection 2\(copy paste that into explorer), change <nickname>yournick</nickname>
But please, keep your nickname… -

I'd suggest changing the title to "Why do you play NS2?".
I like NS2 because people working together is awesome and aliens, jetpacks, tunnels, giant mech suits with miniguns. -
Please check your System event log for messages like "The device, \Device\xyz1, has a bad block".
If there are a lot of those, I'd highly recommend backing up data and running further diagnostics to confirm a dying HDD.
Example:So, like adding Difficulty: Beginner, Difficulty: Average, Difficulty: Veteran in front of server names?

Could you try launching the game with launch option "-w , this should start the game in windowed mode.
If this fails, could you start a new thread in Tech Support please.Voted!Too much people playing other games with the current Steam sale I guess.
