Also, we tried the tiered alien trait system and three levels of alien upgrades (i.e. carapace) in beta and they didn't work. The alien trait system removed a lot of choice from alien commanders (which is already isn't terribly interesting to play)…

It allows a margin as well for when people are loitering in the ready room or for the periods when players leave/join the server mid-round.I don't think that balance is an issue of comp vs. public play as much as it has to do with player count.
