If the vehicle isn't Surface-Only and CHEAP, it make the gameplay niche I described pointless. Just make a "speed upgrade" to replace the hull-upgrade.

This sound like another "What should dev focus on?" polls.
There's no good answer to that until we get a complete game and Devs are actively looking for what to do next.
But to give an opinion on what I would hope a DLC to be:
Allow to make automated turret and submarines with weapon, the goal of the game is to build and power turrets/unit to fight infinite wave of hostile fish,
Since COOP is impossible, make it possible to launch "automated attack" in others' game.…Answering because Jet-ski is an acceptable alternative to a dingy boat:
