Yes you're allowed to modify the damage feedback sounds by default.It's not ok to modify game sounds. The game has a consistency checker that specifically prevents that, though some servers disable it due to issues from previous hotfixes.(Quote)

Agreed, even as someone who has made two new lifeforms already. It would make more sense to create NS3.NS2 doesn't have a map vote function. Vanilla NS2 only cycles through all the maps defined on the server. You're probably talking about the Shine mod, which has a map vote, and you should submit a bug report here: in Broken map vote? That is considered fine since people can just naturally stack and decide not to shuffle. It's not like NS2 is very balanced with perfect hive skill nowadays anyways, since aliens are winning around 60% of games on average.(Quote)
