I was playing with my HUD off and drowned in the safe shallows.

I built a tunnel out of vertical connectors that went down to 500m. At that point I got bored and quit.
Btw, the game supposedly stops generating anything past 3000m. -
And at the end of it you get a rare/exclusive fragment? That would be sweet, especially if it were challenging enough for people to need guides for it.

Surveillance cameras are easy to implement. Hell, Garry's Mod has them. It's just a PiP of an additional camera.

The knife is fine. The only reasons it works against predators are the aforementioned stasis rifle and the fact that the AI aren't terribly advanced yet.

I saw this suggested recently, and I think it's a great idea! I'd like to see not only elevators in bases, but an elevator that can go hundreds of meters underwater for things like heavy duty mining and exosuit transportation.

I agree with almost all of your ideas except armor. I think adding too many weapons and combat related items would ruin the game. Subnautica is about exploration and survival, not deliberately fighting sea creatures.

How about some kind of high-frequency sonar emitter (like a dog whistle) that drives away creatures? If you use it too much, they start to ignore it and are instead more inclined to attack you.
