I think if it's going to have a story, it should be an in-game story, and therefore shouldn't be just a base you've built in Creative with unlimited resources and then made up a backstory for.

Yup, I'm aware this would have to be post-release. I'm hoping any expansion would include more areas to explore, so a new longer-range sub would be ideal.Games are about fun, but players enjoy having a win-state to aim for. There's nothing stopping you from playing the game how you describe. Adding a win state that requires you to build resorts... how is that going to work?
