The current iteration of camo requires situational awareness.
You hear marines coming, if they didn't see you, you hide, and then ambush them.
Silence is fairly offensive, because of the whole "Your base is under attack".

I find at lower sensitivities I can't react to skulks in close quarters.
Lower sensitivity does help with pistol/SMG sniping though. -

You just have to be situationally aware to use it.
Overall, silence is far better* than camo, but camo is still useful.

A fair(er) comparison would be NS2 to Black Ops II, they were both released at around the same time.
Caveat:
Blops II doesn't have nearly as many entities, but the models are far more detailed.
