Technically it is. Go into Creative mode and drop Cyclops off edge of map. At around 3km depth you'll notice the edge-wall stop. The game map is basically a large cylinder. Beneath it is infinite nothing.

I've had that happen, too. The problem is that Reefbacks apparently have absolutely no pathfinding coded into their behavior. Guess the devs just assumed they would never need it. So when they bump into something, well, you see what happens.
