Having Admin Control Problems...

I am an admin on a Linux based server that uses "amx" commands. However I am having problems with banning. When I ban someone, it does not stay. Does anyone have any tips on how to make the banning permanent?

Also, the command "amx_votemap" is out to the public, however I want to make it admin only, however I do not know how. Can anyone also give me tips on how do that?
