My System Specs.:
OS: Windows 8 Pro 64 Bit With Media center | Was Win 7 Enterprise 64 bit
Ram: G.Skill F3-8500CL7-4GBRL 8GB DDR3 Dual Channel 4GB Pair
CPU: Intel i7 Core 920 "Bloomfield"
Video: 2 Nvidia 9500 GT
VRAM: 1GB Per Card
SLI: Yes and enabled
Any OC? "Over Clocking": No Not Available ATM.
Ok On to the issue.....
It seems i can only get with all settings on low 20-24 fps and on anything higher 5-9 fps.... This seems very odd to me as my system can run almost any game ive thrown at it at 60 or more fps so im not sure entirely where the issue lays and before i go stating oh its the game , games programming blah blah blah.. i want to make sure that it not my system or something i may have overlooked if someone could help i would be grateful.

The reason you are getting high fps with other games is that these days most PC games with few exceptions are console ports and the current generation of console hardware was released circa 2009. NS2 was designed from the ground up for PC's first with 2011-2012 hardware in mind. I'm sorry to say but you should consider upgrading your graphics cards, you would not need to spend much to get an improvement on your current setup though I would recommend something in the mid-tier, around the 200-300 range.

any specific card come to mind possibly if i can get by with one and get a second one later to link via sli lowest cost preferably as im kinda strapped for cash atm
I have a GTX 590 and it runs pretty well. Get a recent GTX (500 or 600) and you should be good.

Bull ###### ###### you do, unless you run 800 x 600.
for instance I have an oc i7 920 from 2009 with a 570 and maintain 60 to 70 fps @ 1920 x 1080 all settings high except ao. Takes a 24 player server with a crazy huge base rush to lower me to something like 40-50,..
With all low but same resolution I maintain minimum 90 - 100 fps.

I have absolutely no problems with a 2500k (4,4ghz) and a 6950 2gb.
Didn't check the FPS ingame but i'm sure it's always been 40+, highest settings, 1680x1050.
