I don't think you understand, the queue system works 25% of the time. If someone else is in the queue its basically who can connect the fastest, the other guy just gets denied and a window comes up saying server full. So its not actually a queue. Needs to be fixed.
If there is, then hasn't ever worked for me :(

Because specific servers build specific communities with regular players. And Australia doesn't have many 24 slot servers that perform well, and the ones that do perform 90% and over are usually full.
queue

Yep Steam's system isn't a queue, it's just an auto-retry. I imagine NS2's is the same.
It shouldn't be, that's true. Each server could have a join queue which just lists the people waiting to join. There could be a max queue size to prevent queue flooding and so that people don't join a queue thinking they're next but are actually 20th (it should also inform the player of their queue number). Once a person leaves all connections to the server are blocked and the person at the front of the queue is asked (not the human) whether they are still waiting, and if so, they are connected; otherwise if after t seconds they don't reply then they are booted from the queue (timed out) and the next person in the queue is asked.
Thus a simple system which could solve the annoying "Server full" message.
... and still wait for 20 minutes to get a slot ...
Are you using Quick Join or something?
