Need help hosting a NS1 dedicated server

Hey guys,
I'm in need of hosting a dedicated server locally in-order to be able to play a smooth game of Natural Selection on my 3 year old laptop.
(Yeah it struggles with NS1, extremely glitchy being commander due to low frame rates).
I have downloaded the NS dedicated server package, and extracted to the "dedicated server" folder in the steamapps user folder.
But when I start the server and select Natural Selection, it comes up with "Unable to initialize Steam.", is there any additional setup procedures required in-order to make this work? I could not find any documentation or help on hosting the server.

I will do the one which works best. Maybe host on the local pc for testing.

I assume you want to use the standalone dedicated server system and not the in-steam GUI.
