  There is no Votemap command in NS, all things like that are handled by server plugins. You can check the server forum for info about how they work/how to set em up.
  
  Or you can just get him to give you RCON.

  We added a console votemap command back in 3.0, though it is possible that it has been disabled on a server via its config. You can easily check by bringing down your console and typing "votemap". If it is enabled a big list of maps will scroll by. You then vote for them by typing "votemap #", again in console.
