    Bare dirt without something to hold it down will certainly blow away when the sandstorms come. Planting grass will stabilize the soil and prevent erosion.     But you say rake, so I'll just have to beat a rake. It's not feasible to rake a crater of this size when a bulldozer can accomplish this task much more efficiently and a lot quicker.
