Two: You never, ever make a thread simply to link to a locked thread. That thread was locked for a reason, making a thread about it is simply asking for a lock.
also, the last time I checked, standard procedure if you felt a thread was unfairly locked was to contact the moderator who locked it and discuss with them as to why it was locked.
