Seriously, W/O any type of removable media I don't know of any solutions that are able to be posted in non book form.
If the standard command prompt wont do it for you, then you will need to boot into a different OS. The methods of which are lengthy.
edit: Possible point of failure. Make sure that your HD is not formatted for NTFS or other 'advanced' filesystem. MSDOS does NOT support NTFS so even if you managed to get it on your computer, you would have a heck of a lot of issues when trying to run anything.
I am not sure if DOS supports FAT32 either. I think the win98 version of it does but I cannot be sure.
ahh good if you know how to do that then you have already done the hard part.
Now the trick is getting an MSDOS install onto that partition. I suggest a website bootdisk.com I think its called.

See if you can get the boot disk installation program to go to your new partition.

you can get boot to command prompt floppies at bootdisk.com and you can get them in CD format too, for computers without floppy drives. you reallly dont need to mess with partition data at all. and why would you want to mess with dos anyway? to play old games, <a href='http://dosbox.sourceforge.net/news.php?show_news=1' target='_blank'>get a free dos emulator</a>, (i use that for hexen and simant)
so you have no writable cds, no floppy drive anywhere in the house, and a non bootable usb drive. wow.
you need a cd burner, eh? i got one at a rummage sale the other day for four dollars..
once you do, look up something called Hiren's BootCD. it's a collection of a lot of great data recovery and hardware diagnostics with a bootable menu.

Make sure that the hidden files are on the drive as well.
not emulated DOS, just DOS
I mean sure, you can simulate DOS, but that doesn't help when windows doesn't boot up. *sobs quietly*
